I am using windows 7 on a computer with the intel i7 2600k processor with the built-in hd3000 video. I tried playing Mass Effect 2 and got an error saying Direct3D could not be accessed because your computer is locked. I am running directx 11, according to my dxdiag run, i believe hd3000 does not support this. Is there a way to downgrade to a lower version of directx or fix this issue another way?

Try to uninstall dx11 and install dx9.0c. To uninstall Directx 11 To do this, open the Registry Editor by running Regedit from Start > Run. Next, navigate to the following registry key.
HKEY_LOCAL_MACHINE\Software\Microsoft\DirectX. Delete this DirectX folder, exit the Registry Editor and restart your PC. But be warned "Uninstalling DirectX 11 is not recommended. Doing so may cause errors or reduced system performance" Your hd3000 max supports dx10, so all kind dx10 games should run with no problem.
