How Do I Diagnose and/or Fix SMBus Controller Cannot Start (Code 10)

I am getting this message from Device Manager on a 5-year-0old Dell Dimension 2400, together with a yellow-background explanation point. I have reinstalled the driver to no avail, and am now wondering if maybe it signals a hardware failure on the SMBus. For example, a utility I installed to read CPU temperature (Speedfan) does not appear to be functioning properly for motherboard temperatures.
