Incorrect monitor order using 3 monitor system. That is 132 instead of 123

I have a Del 7060 micro PC with Intel 630 UHD graphics and seeking to run 3 monitors via 2 x Displayports and 1 x HDMI port on PC. The monitors do not line up to the physical location ie 1, 2 3 and default to 1, 3, 2 despite trying to move monitors around using Windows 10 display properties utility. Intel graphics utility however shows the correct order but Windows shows incorrect order and cannot be reset. This causes problems when running applications with output showing on incorrect monitor. Any ideas? All drivers have been updated to Dell standard. I tried deleting Registry entries but PC reverts to 1,3, 2 order after reboot. Dell unable to resolve problem

If the intel graphics utility shows the correct order, and Windows does not, I would contact microsoft. Also, do not start deleting registry keys or changing the registry.
