Is it safe to uninstall IGCC? I have a dedicated GPU, and want to lower the RAM usage. If not, is it okay to just disable/end task in the task bar?

Thank you for reaching out. Yes, it's generally safe to uninstall Intel Graphics Command Center (IGCC) if you're only using your dedicated GPU. It mainly manages settings for Intel's Integrated Graphics, so you shouldn't face any issues by removing it.
Alternatively, if you'd prefer to keep it but reduce RAM usage, you can disable it from starting up automatically or simply end the task in the taskbar.

I uninstalled it. It doesn't seem to be consuming much RAM since there's no much change. Thanks for helping!
