The latest (and likely final) driver package supporting Intel HD Graphics 4600 is v15.40.48.5171, which you can download here: https://www.intel.com/content/www/us/en/download/18369/intel-graphics-driver-for-windows-15-40.html. Try installing it once. If it will not install, you should uninstall your existing drivers and then try installing it again.
