My desktop computer is running Windows 8.1 with an Intel Core i3-4160 processor (HD 4400 graphics). I'm trying to run an application that requires a minimum of OpenGL 2.0, but my computer reports that only OpenGL 1.1 is available. The graphics driver is 10.18.14.4332 (11/20/2015), which is the latest available.
What has to be done to get a minimum of OpenGL 2.0 working?

Yes, I saw that there should be support for OpenGL 4, but yet my computer with the latest driver only has OpenGL 1.1 available. That's my issue.

Please test your system with the latest generic driver from Intel®.
Do note that if your system is OEM, any special features or settings would not be available while using generic drivers.
Please do make sure you download the driver that matches your system (32/64-bit)

If this is not working and you have an OEM system, they way to go would be to download and install the drivers directly from your manufacturer's website.

That's the same driver that I currently have installed. The download and beginning of the installation call it 15.36.28.4332, but the last couple of steps of the installation swap to calling it 10.18.14.4332.
The system is a custom-build with a MSI motherboard. I've tried the latest driver from MSI as well with no luck.
