Intel HD Graphics Problems.

Starting today I have noticed that my video games have started to drop in frames by a ton. Earlier today I got an update for my graphics on my Intel Core i3 and when I started up League of Legends my framerate would drop to the low 20s and go lower when I got into fights. Before I would get a constant 30 frames because thats what I capped it at. I tried system restore but it made it worse. I also tried Counter Strike Source and played about 5 mins to notice that when I turn the flashlight off and on it would lower to about 10 frames when the flash light is on and it would go back to its regular framerate once I turned it off.

What could be wrong with my computer? How should I go about fixing this?
