Intel HW decode GPU Loading Still 0%?

Hi I have a problem, when I use Media SDK for hardware decoding.

I find GPU never work, the loading is stil 0~1%, but CPU loading have already 15~20%.

My cmd is "sample_decode.exe h264 -i Debug.264 -d3d -hw".
