Intel UHD 730 100% utilization problem

I'm playing a video game and I noticed from my task manager that the utilization of my GPU reaches 100%.  But the performance tracker also says I only use 2.2 out of 7.9 GB of the shared GPU memory (though the utilization is 100%).  Is this normal?

Utilization has little to do with the amount of VRAM currently allocated, so yea, perfectly normal.
