I am using a asus transformer t100taf, the graphics card I have is a Intel(R) HD Graphics. When I attempt to open the graphics control panel it show that its initializing then closes.

Could you please let us know the driver version you are running? Please go to Device Manger> Display adapters> Intel(R) HD Graphics right click on Properties and then go to Driver, you will be able to see the version installed.

I have the exact problem with my intel nuc and all intel graphic drivers on Windows build 14393 (Aniversery Edition)! The Control Panel won't start after the installation! And I had the same problem on the very first Windows 10 RTM Release on the nuc as well - than you patched it (after months) and now the exact same thing! I am unable to change the resolution for my sharp-tv because only your control panel can do it (trough the desktop adjustment feature) - so I cant use my nuc 😞
whats going on - are you not teaming up with Microsoft?
Ive tested it with the latest drivers:
20.19.15.4474 (15.40.26)and
20.19.15.4463 (15.40.25)both had the same issue...

the manual installation isn't working and older drivers wont work either! But the ultimate question is: what special registry framework uses the control panel? why in hell it wont start? the drivers are completely fresh installed (without any errors) and even the display driver uninstaller cant help... why?!

I had a similar behavior on a Surface Pro 4 but with manual installation I was able to install driver and open the Intel® HD Graphics control panel. You could try running the System File Checker tool, see here for the instructions https://support.microsoft.com/en-us/kb/929833 https://support.microsoft.com/en-us/kb/929833.
