I understand you would like to increase video memory on your system.
The Intel® HD Graphics 3000 supports up to 1.7GB of shared video memory. This is possible only if you can find settings at BIOS level.
You need to check with your motherboard manufacturer for any option at BIOS through video configuration to enable dynamic video memory or share memory settings.
See below for more information:

If you are on a laptop it's not very likely that you have a setting for specifying the memory to allocate for the integrated graphics. This feature is usually available on desktops, but rarely on laptops. If you need to increase the video memory in order to run a given game I suggest you look for a patch or a configuration setting that lets this game run on Intel HD Graphics instead. The following articles contain some other tips and tricks that will help you get the maximum performance out of your Intel HD Graphics:

you could try to fool game by changing the amount of memory that game has scaned like i play gta 4 medium and i changed to 1760 maximum of amount that my hd have.
try that i can play games that i couldnt before o and make sure to speed proccesor read instructions
1.start up run and write in %temp% delete everything if something that cant be deleted press skip
2.go to advanced system settings then advanced press performence advanced choose programs then look at virtual memory press change and put in those 2 windows 16416 if you can it will speed up little bit i have 4.34 ghz but i had 2.2 im on laptop so its 4.34 is very high on laptop like mine. and run all 4 cores if you have only 2 run them not only one if i wouldnt i would have 2.34ghz but my laptop have 4 cores and now i have 4.34ghz so be sure to run them. look how to do it im on windows 10 i dont find the option where so yea.
EDIT:i play gta 4 medium at 75 to 80 fps maybe doing it high but i want it run more then 60 fps but i can play 30fps but i modding so yea i think i can play gta 5 low i will try that later 30 fps would be awesome couse intel hd 3000 with intel i3 2nd gen isnt best good thing i have 4 cores!:EDIT
