My Intel Graphics Control Panel wont open

I have had this problem since Ive had my pc. I didn't really care at the time because i had no need to open the panel but now i do need to open it. So what happens is i click on it, i see it for a split second, and then it closes again. I really don't know whats happening and i need help. I have an Intel(R) Core(TM) i7-4790 CPU @ 3.60Ghz.
