Description
Provide a detailed description of the issue
1.No 640x480 and 800x600 as resolution choices, setting custom resolution to the above two did not work as well as they do not appear in the selectable list even after adding.
2. Maintain aspect ratio for lower resolutions than native resolution does not work as well, unable to play older fullscreen games in the correct 4:3 aspect ratio
Does it fail every single time, or only sometimes?

Using a 1680x1050 22 inch Philips screen, through VGA. Tested with DVI on another 23 inch view sonic screen as well through a hdmi->dvi adapter, same results
How much memory [RAM] in the system (see note2 below).
8gb DDR3L PC12800
Provide any other hardware needed to replicate the issue.
ie: Cables&brand, cable type [vga, hdmi, DP, etc], dock, dongles/adapters, etc

Have you tested the behavior of your system with the latest generic drivers released by Intel?

If the problem persists, my recommendation would be to check with the manufacturer of the board you are currently using to get a driver that could support these resolutions.

As I have previously posted, I am using Windows 10x64 Pro , I doubt I will be able to use the 32 bit drivers you linked.
And I have also previously posted, I tried with both newest drivers provided by windows update and driver in "https://downloadcenter.intel.com/product/87258/Intel-Celeron-Processor-N3150-2M-Cache-up-to-2-08-GHz- Drivers & Software", did not help.
The manufacturer does not provide drivers, or to put it another way, the drivers provided are what I can download from https://downloadcenter.intel.com/product/87258/Intel-Celeron-Processor-N3150-2M-Cache-up-to-2-08-GHz- Drivers & Software.
And some clarifications/new findings:
a) driver from windows update had 800x600 as a resolution choice on desktop, no 640x480. Drivers from https://downloadcenter.intel.com/product/87258/Intel-Celeron-Processor-N3150-2M-Cache-up-to-2-08-GHz- Drivers & Software does not have both
b) both drivers are able to actually display 640x480 and 800x600 when in full screen applications like games, just not selectable as resolution choices on desktop
And I had two issues, what about the other one which "Maintain aspect Ratio" is not working for lower resolution than monitor 's native resolution when running full screen applications like games?
It isn't really helpful if the solution is just to refer to manufacturer for assistance, for my Radeon and Geforce graphic cards, Nvidia and AMD/ATI are always the one to feedback issue and get solutions from when encountering weird errors with the drivers ' control panel and when encountering bugs in games etc, I do not have to look for Gigabyte, MSI, Powercolor, Asus, Sapphire etc..
I have taken the time to post all the necessary information on the 1st post (with the exception of ""dispdiag -out %homepath%\Desktop\DispDiag-Intel-Issue.dat") which I have trouble running, have you tested and tried to replicate the issue on a n3150 NUC ?

As of now, the drivers that would be available for Windows 10* 64-bit on this platform would be 15.40.1.64.4256 as you added in your answer.
You could test the behavior of your system after uninstalling the current driver and selecting "Delete the driver software for this device", and installing the driver 15.40.1.64.4256

The other drivers to be used would be the default from Windows 10*, you can get them after uninstalling the current drivers from the device manager in your system.

Due to the fact this is a pre-built board, from an specific manufacturer, I was recommending you to check with them if drivers were available.
I can perform some tests on my end with the nearest configuration available for sure, may I have the titles of the games you are having issues with?

Have tried setting 640x480 and 800x600 (for drivers from https://downloadcenter.intel.com/download/25176/Intel-HD-Graphics-Production-Driver-for-Windows-10-64-bit-N-Series-?product=87258 Download Intel® HD Graphics Production Driver for Windows* 10 64-bit (N-Series) ) as custom resolutions, the 2 resolution did not show up as selectable resolution, other highe resolution such as 1400x800 does show up for some reason.
You can try with any fullscreen game that supported 4:3 aspect ratios such as 640x480, 800x600 or 1024x768 when connected to a native widescreen resolution monitors with desktop set to the native resolution.
I tried with monitors with vga input and dvi input (through a hdmi to dvi adapter).

Have you checked the resolutions supported by the TV?
Some screens are not capable of output certain resolutions which could be affecting the behavior of your system.
Additionally, have you tested this with other Tvs or monitors connected to your computer?
Indeed it would be good to have the titles you are having issues with to replicate the issue with the nearest scenario.

As I mentioned, I tested with 2 monitors.
I have just tested with a 720p old HDTV, same results.
And yes, the monitors definitely support 640x480 and 800x600. As I mentioned in post 2, "b) both drivers are able to actually display 640x480 and 800x600 when in full screen applications like games, just not selectable as resolution choices on desktop".
If you really need some games for the maintain aspect ratio issues: Sid Meier's Pirates!, diablo 1, warcraft 3, starcraft 1, rise of nations, age of mythlogy (the original version).
