Ola gostaria de saber se consigo instalar opengl 3.0 no Gráficos HD Intel® 2000/3000 baixei os arquivos na central de downloads 2 geração e deu como incompatível alguém tem alguma solução

No. OpenGL is part of the driver. And, OpenGL 3.1 is supported on the HD 2000/3000 graphics.

Are you attempting to run Windows 10? If so, neither is supported, and you will be using the Microsoft generic driver.
