PC HDMI output to TV seems to be constantly adjusting itself

Intel HD Graphics 530 - Driver 21.20.16.4664 running via HDMI to HDMI port 1 on a BAUHN 40 inch TV, Mobo - Gigabyte Z270M-D3H - TV screen flickers to blue intermittently and frequently with the HDMI port and 3840x2160@30Hz notification showing up in the bottom left of the display. Hz sometimes alternates between 30 and 29Hz

Thank you for contacting the Intel community. As a test, unplug the HDMI cables from the TV. Now remove AC power from the TV and wait 10 minutes. Connect AC, then the HDMI that was giving the flash and re-test. If that does not work, are you able to try with different HDMI cable? Also, check if there is an INF driver for your TV from the TV manufacturer website. Please let me know how it goes. Best regards, Ivan U.
