Pan-and-scan desktop

In older operating systems there was a very useful funcionality that alowed to specify higher resolutions on low resolution screens (pan-and-scan desktop). Is there any possibility of enable this funcionality on windows 10 with intel hd driver?

I haven't heard about a feature like this for Windows 10*
