There is another issue, my monitor is 75Hz, but after installing B580, the refresh rate automatically decreases to 60Hz. If I manually adjust the refresh rate to 75Hz, the resolution will automatically decrease to a very low state

This is often an indication of a poorer quality (or failing) cable. You could try a better quality one.

I have the same problems. The computer cannot light up after manual restart when you press the restart butten. But if you press the turn off butten and then the turn on butten, the computer can light up.
Graphics card : ARC B580
CPU : i5 10400f
Motherboard: MSI B460M BOOMBER
