I am having the same problem as the below poster (who abandoned his thread):
I am also running a new Dell I3910 (Windows 11) with UHD 730 and i5-12400 which won't allow resolution setting to be selected higher than 1920x1080. Unlike original poster, I have a Samsung monitor model #LU28E510DS/ZA which should be able to display 3840x2160. Monitor is not new and previously ran higher resolution attached to a Mac. I am connecting it with the same HDMI cable that it used to connect to the Mac with.
Before seeing the original post, I updated monitor drivers, Windows, and Intel Graphics drivers. After seeing the post, I also updated Dell drivers. Problem persists. To answer the questions that the OP did not:
1) Problem has existed since I got it out of the box yesterday
2) I do not have an extra monitor that I can easily try
3) Dell drivers are now updated.
Any ideas?

HDR is off by default, if you haven't activated it, it must be off already and you don't need to think on "how to turn it off". In fact, you shouldn't be able to enable HDR because the HDMI port on this system is HDMI 1.4b and you need HDMI 2.0 for HDR (or DisplayPort)...
This is not a graphics/driver issue, it is simply a bad and incomprehensible decision by dell to install a low-quality HDMI port and limit its capacity... look here, they're put an HDMI 1.4,
but that's not the whole picture of the issue, they actually confirmed that HDMI cannot output resolution higher than 1920x1080 due to "motherboard design limits". Your computer model is on the list:
If both the computer and the monitor have a display port connection, you can try using a display port cable, it should allow 4k.

As for the table that you provided, the driver and Intel® UHD Graphics 730 supports 4K@60hz in 10-bit mode with 4:2:0/4:2:2 subsampling via HDMI 2.0/DP 1.2. When you enable HDR it normally defaults to 8-bit with dithering (equivalent to 10-bit) and 4:2:0 as this is what the Operating System currently supports.

Thanks, Avihaa... So it sounds like I need to turn HDR off in order to have 10-bit as an option which will then allow me to increase my resolution. How do I turn off HDR?

Thank you. I am having the same issue. I have a Dell 3910 with UHD 730 graphics trying to get it to display 3840x2160.
The weird thing is I had it running 4k just fine until Windows automatically updated my driver recently. I tried rolling back the driver or using older ones, but no luck. I may have been using another driver altogether.
Would it be a bad idea to try to find another driver that does display 3840x2160?
How badly could I damage my computer if I did?
Edit: I was able to find an older version of the driver that works. I just wasn't going back far enough. Version 30.0.101.1660 seems to work. Anything newer goes back to 1080p max.
If after you install it Windows Update tries to auto-update the driver, just let it finish and after it's done, roll-back the driver from Device Manager and it should be good.

Yes, megan3000's post was helpful. I ended up getting a displayport cable for my existing monitor and using the HDMI for my second, lower resolution screen. Thanks for checking in.

I was having the same issue. Try downloading an older version of the graphics driver. I am also using a Dell 3910 with UHD 730 graphics.
Version 30.0.101.1660 seems to work fine. I'm able to set it to 3840x2160. Anything newer goes back to 1920x1080 max.
If Windows Update auto-updates the driver, let it finish and after it's done, go to Device Manager and Roll Back the driver. It should be good until Windows Update tries to update it again. If it does, just reinstall it again I guess.
