W10 HD4400 driver no video/hardware acceleration

HD/4k content such as youtube and video files are using up to 80-90 CPU as the the driver is not pushing the workload on to the HD GFX in the G3258, making them unwatchable.

Forcing the latest W8.1 driver in W10 brings back hardware GPU acceleration.
