Early last month a windows update corrupted my intel hd graphics drivers and made it impossible for me to access my control panel, since then I've updated my drivers through the Intel(R) Driver & Support Assistant Tray but I still can't seem to be able to open the control panel!
Does anyone know why this would be, and if yes what would the solution be?

In reference as to why this problem is happening, could be because there are some files missing at the moment where the graphics driver gets installed.
You should be able to access the Intel® graphics control panel from the Windows* start menu or by using the shortcut "Ctrl-Alt + F12", also you can always download it from Microsoft's web site:
https://support.microsoft.com/en-us
If the problem remains, to try to fix this problem we recommend to manually un-install and re-install the latest graphics driver version available for your platform.
Please follow the instructions in the following link to un-install the graphics driver manually:

If the problem persists after that, please provide the following information:
What is the model of the motherboard?
What is the model of the processor?
If this is a laptop, please provide the model of it.

from November 28th 2018 onwards intel releases only DCH drivers which does not included control panel application in graphics software , in new version starts from 25.20.100.6444 , there is no control by intel.
but you can download intel control panel from Microsoft store free of cost
