Windows 10 scale bug (screen don't stretches)

Problem:

 

When I try to play games on my pc, always the games have black bars (the image don't stretches even I apply the rule on intel graphics proprieties to full scale).

So how I can fix this problem? I saw people complaining for intel hd 4000 too but i don't know if you guys fix it already.

Still waiting for a tutorial to resolve the problem or a new update to the driver, reply as soon as possible.

PC SPECS:

Laptop: SATELLITE C850-1GF

OS: Windows 10 Home

CPU : Intel® Celeron® B830

GPU: Intel hd 1000

RAM: 4GB
