so im just trying to upgrade and change my motherboard with a new msi z370 gaming pro carbon and with a new graphics card Intel arc a750.
im not sure if this would work properly.
thats why im just making sure if this two thing could run properly.
Could you guys answer me if this would be good?

What OS, and what processor model number? If less than a 10th gen processor, and less than windows 10, the ARC is not supported.

can you reccomend a good gaming motherboard which is good in budget and can be run with arc a750?

Your biggest issue is the processor. I would recommend 11th or greater. The board's bios should support rebar. I recommend you ask a gaming forum for assistance as I am not a gamer. Now, there are "other" video cards which will likely create fewer problems for you. Just saying.
