intel hd graphics control panel video adjustments not working under windows 10

The intel hd graphics control panel video adjustments are not working with VLC player any version, under windows 10. They do work with Windows Media Player 12. Display adjustments work fine. Drivers, etc. all up-to-date. Using Dell OptiPlex 9020, monitor is U3011.

I understand the Dell OptiPlex 9020 integrates the Intel® HD Graphics 4600. Intel is currently fixing issues related to Windows 10 and graphics controller. We are developing new drivers that may help on this matter. Drivers will be posted at https://downloadcenter.intel.com/default.aspx Intel® Download Center once they become available.
