OS: Windows 7 64bits
theme: standard, no aero.
graphics: intel HD5500 (but same with other model)
vidéo played with MediaPlayerClassicHC on 1600x900 60Hz or full screen it's just tiny better, but can see tearing!
Youtube or other website with Chrome tearing.. move windows to another screen = tearing!
very poor the intel graphics! can't be used for game, and now can't be used for video!

If you are using a desktop computer let me know the type of video cable you are using between the display and the computer.
To attach a file, you must click "Use Advanced Editor" on the upper right hand corner of the response box, then the "attach" option will appear on the bottom right hand corner of the response box.

As soon as the graphics driver has been downloaded on the keyboard press WinLogo key + r, then type in devmgmt.msc, double click on Display Adapters -> Intel HD Graphics -> Driver tab -> Uninstall -> Select the check box Delete the driver software for this device -> OK, restart the computer, and then reinstall the driver with the steps that are on this link https://www.intel.com/content/www/us/en/support/graphics-drivers/000005474.html https://www.intel.com/content/www/us/en/support/graphics-drivers/000005474.html
Let me know if issue persists or not with that other driver.

I have already tested all the installation methods. The problem is not new (exist with 4501).
I upgraded with the latest to see if problem solved. More user report same problem.. which is less visible with the use of an aero theme but involves other negative effect like high latency and CPU usage when passing the mouse on a drop-down menu in the chrome browser; or strong cpu usage unexplained and persistent when using OpenGL...
and Removing intel drivers; reboot x2 (to use default windows driver); install intel driver; reboot: not solve.
and confirm win64_154034.4624 with manual install it's same..

I would like you to also try changing vsync option on the Intel® Graphics Control Panel. Please right click on the Desktop -> Graphics Properties -> 3D -> General Settings -> Custom Settings ->Vertical Sync, and change it to Driver Settings.

yes the test processor pass
The 3D option have no effect.. and I not found option to always enable Vsync or triple buffer (I understand 3D option is for OpenGL only?)
I just reduced tearing when use laptop on batterie with setting for reduce refresh rate when use batterie.. tearing is very visible on battery, when the refresh goes to 50Hz .. Even on a simple move of a window
Or with dual screen (same frequency or not the problem is same) play video on second screen, and when move windows on first screen.. big tearing on the video.
really visible when test with youtube video (search test tearing)
I installed intel extreme tuning utility; but no setting for GPU, only multp/freq/volage... nothing that can be changed to try to improve the display of simple video, vsync, buffer ... ram usage..
Just stress test pass; and when make GPU stress test, the tearing is TOO!
another tools, or registry key ? how to increase quality for standard operation, file explorer, video, web page.. and not allocate all ressource for 3D,shader,texture... I never use.

In order to discard issues with the operating system you may also try reinstalling the operating system. If the issue happens right after reinstalling the operating system then the issue might be hardware related. lenovo driver not solve, and not reproduce in same hardware with ubuntu.
You are right, it's hardware problem, intel is still very bad for graphics cards.
The only way to reduce tearing is to enable aero and run winsat. or use Direct3D fullscreen.
For youtube and other, I see chrome disable more accelerated option for intel graphics, more more bugs or very slow performance; just open chrome://gpu/ for detail; after force enable more option seems better.. (but probably with a reduction in the stability of the system)

At this point what I can recommend is contacting Lenovo* so they can try to reproduce the issue in their lab. If Lenovo* can reproduce the issue in their lab with the exact same computer model then they should be able to develop a fix for it.
