i run windows 10 64 bit with an optiplex 990 capable of an intel core 17 2600 and an intel HD graphics 2000, whenever i run GPU-Z to try and troubleshoot it says that it cant compute (or compute with) OpenCL nor CUDA, CUDA is fine if OpenCL doesnt work and CUDA does then its fine, if CUDA doesnt work and OpenCL does then its fine, but in this case NONE of them are compatible, the software doesnt accept OpenGL

Your i7-2600 and HD 2000 graphics are not supported on Windows 10.  The only driver available is the Microsoft Generic Driver which lacks performance and features.

A possible solution for you is to install an add-on graphics card, like nvidia, which is still supported.
