Arc a380 tdp problem

Hi I have an ASRock arc a380 oc version and i3 10 gen in h410m motherboard and 450watt power supply.my main problem is that I can't draw full power off my GPU anytime max is 44 watts even if I set it to 66 watt in Intel graphics software.i have done several stress test and game test people are getting 56 61 watts in yt channels but my GPU can't even with the same CPU in same game . I play PUBG PC and Hogwarts legacy people are getting way more fps then me. With same specs and my max GPU power usage is 39 36 33 pls help
