having problems with open GL on intel arc A750 in neo forge/forge

The latest Intel Arc drivers have broken OpenGL 4.x support, preventing Minecraft from launching when using NeoForge. Since NeoForge performs an OpenGL version check during startup, the game fails to load due to incompatibilities with the new drivers.
