new b580 will not work

when I connect the  b580 to my computer and turn it on it keeps restarting without ever getting to the windows screen. the motherboard troubleshooting led's go through the normal cycle with no indication of an error. 

asus b650e motherboard
Ryzen 7 cpu

I've tried to install the drivers using my old gpu but the arc installer errors out.

please help. thank you.

Hello, 

It seems the card has not seated properly or could be some misconfiguration in the bios.

If you are able to boot into bios, save all your settings and reset your bios to default.

Check if you can boot into windows, DDU previously installed GPU drivers then Install latest Intel 8132 driver and restart your computer.

If everything goes smoothly then go back to bios, and enable ReBar.
