I am running Hogwarts Legacy on an Intel Arc B580 with an AMD Ryzen 7 5700X and I am seeing a very strange but fully repeatable performance issue.
When I launch the game fresh everything behaves as expected. XeSS is enabled, Frame Generation is on, VSync is off and the in game FPS limiter is disabled. In this state the game easily reaches 160-180 FPS and GPU usage is high.
After a few minutes of gameplay or sometimes right after fast travel the performance suddenly changes. The game hard caps itself at exactly 75 FPS which matches my monitor refresh rate. At the same time GPU usage drops to roughly 55 to 65 percent while the CPU is not maxed out. VSync remains disabled both in game and in the Intel Graphics Software, yet the behavior is identical to a forced refresh rate lock.
Restarting the game immediately restores the high framerate again but the 75 FPS cap always comes back after a while. This makes it feel like an engine or driver level frame pacing issue that gets triggered during world streaming or scene reloads.
I am curious if other Intel Arc users are seeing the same thing, especially on 60 or 75 Hz monitors.

Seems to be fixed for now. Switched vsync on and off. And set cap to uncapped or something. Before I had it a 360fps.

To help us properly isolate this issue, could you please provide the following information:
For the System Information:
- Latest SSU log file
- PSU specifications (wattage and model)
For the Display Setup:
- Monitor model and specifications
- Cable type (HDMI/DisplayPort version)
- Display settings and refresh rate
- Additional monitors connected
Intel Graphics Software Settings, such as:
- Current driver version
- Any custom performance or display settings configured
To generate the SSU log file:
- Download Intel® System Support Utility for Windows* software. When the download is complete, launch SSU.exe.
- Scan: Check the box Everything.
- Click Scan.
- Review: When finished scanning, click Next.
- Click Save (save as .txt file)
This will help us determine if the issue is related to display sync, power management, or driver frame pacing.
Have you noticed this behavior in other games, or only Hogwarts Legacy?
