Loop creating DevCloud access

I'm trying to set up Intel Employee DevCloud for oneAPI.

Enroll page says I already have successfully activated.

DevCloud page says I need to enroll

Weirdly, there already seem to be some FPGA things under My Tools, which I have under my non-Intel account under a different email.

I found some advice about Edge Access, but I can't even get that far on the enroll page since it says I already have been activated.
