How ncappzo handles scaling multiple NCS devices?

I have taken a look at video_objects_scalable, and have a problem understanding how different threads, running ssd_mobilenet graph for example handle putting inferenced data back (asynchronously) to display as a video?

What is the idea of _inc_async_count and _dec_async_count?
