InferenceEngine getSuitablePlugin(device) crash under JNI (Java)

Hi! InferenceEngine don't see CPU plugins and crash at code:

PluginDispatcher({pluginsDir}).getSuitablePlugin(device)

if use it wia Java Native Interface, but, if use it via native code - all right. Any Ideas?

Windows 10 x64. JDK 8 amd64. ver=2019r3.1
