We are considering using OPEN Vino and the pre-trained models that come along for a commercial project.
I would like to know weather Open vino is free for use on a commercial project.
We also plan on using the pretrained models available at

Open Model Zoo pre-trained models are distributed through Apache 2.0 open-source license: https://github.com/openvinotoolkit/open_model_zoo/blob/master/LICENSE
OpenVINO toolkit components are available via EULA (in case of using Intel Distribution) and open-source Apache 2.0 (open source distribution).

As stated on their github repository, OpenVINO is released under the Apache License 2.0
A permissive license whose main conditions require preservation of copyright and license notices. Contributors provide an express grant of patent rights. Licensed works, modifications, and larger works may be distributed under different terms and without source code.
You can clearly see from that link that this license allows commercial use.
The provided pre-trained models are available from the OpenVINO™ Toolkit - Open Model Zoo repository, which has the same Apache License 2.0.
Intel is encouraging the use of these models:
