OpenVINO CPU Scaling Bottleneck

I've opened a CPU scaling performance issue with OpenVINO and the details are on GitHub:

Has anyone encountered similar issues before and solved it? Please advice.

I noticed that you are using an older version of OpenVINO™ docker image. You may install the latest version and see if the issue persists.

Hi Wan,

Thanks for the reply. Apparently the issue is reproducible with the latest version. The results hasn't changed across versions. The CPU scaling ceiling is identical in OV 2026.0.0 as well.
