Is it possible to install Openvino framework on new machine with Windows 10_64 without using the full .exe installer just copying pre-installed folders from another machine with Windows 10_64 and setting all environment path variables?

It's not advised to do this. Sure it may work (i haven't personally tried this approach) since the OpenVino directory is self-contained. But remember, the OpenVino installer is actually tied into the Windows OS Add/Remove Programs.
But I am curious, why would you want to do this ?

This can be useful if the remote machine does not have permissions to install new programs via .exe files.

Dear Shorokh, Danila,
The proper way then to handle it is to make a Windows re-distributable package including OpenVino binaries. Copying over binaries is very error prone and may not work.
