Resize network from Faster RCNN from TensorFlow Object Detection API

I was following https://docs.openvinotoolkit.org/latest/_docs_IE_DG_ShapeInference.html.

When I run "network.reshape(input_shapes)", it crashes. I noticed in the page it mentioned there are supported layers. Maybe some of the layers are not supported? Where can I find the these files matching the layers names? "graph.pbtxt" doesn't seem to contain any of these names?
