The current Windows IMSL and Fortran bundle from Intel is very good value because it includes an unlimited runtime distribution license for applications using IMSL.
I noticed that Absofts similar bundle requires purchase of runtime licenses for IMSL.
Will the Intel license for IMSL remain umchanged in the next major release?

You will find that all of the IMSL bundles are moving to the requirement of separate runtime license purchases. This is not under our control. We are, however, trying to get you the best deal we can on licensing. The details have not yet been finalized, but do assume that separate run-time licenses will be required for deployment of the application. (Development/debugging is not expected to require a run-time license.) This change will go into effect with new licenses or renewals as of the next major release (at least that's how I understand it at present - subject to change.)
