Can a Merge Module be created from VS2012?

My deliverables are a set of Fortran- and C-built DLLs which others package into products released with InstallShield.  I have been asked to package these DLLs up into various "Merge Modules".  Can Visual Studio create these or do I have to use InstallShiled?

I'll also add that we provide merge modules for the redistributable DLLs that you can include in your own .msm.
