Cannot suppress underflows with -fpe0 and -fpe-all0

Just migrated large fortran program to version 11.1. Have tried all combinations of compiling main program and routines with -fpe0 and -fpe-all0, but still getting underflows. Of course I didn't have this problem before in V8 using -fpe0 for all routines.
