I have got an URL for a Shapefile library in C:
http://shapelib.maptools.org/. I did not try the library, I just looked at the pages, and decided to write my own routines to read (not to write) certain shapefile types (in Fortran).
There is a link on the above webpage pointing to a website for a Fortran shapefile lib. Clicking the link caused my virus checker to issue a warning that this website might be dangerous.
