I downloaded the Intel® Parallel Studio XE Professional Edition for Fortran and C++ Linux* (all tools) and appear to have actually downloaded the Intel® Parallel Studio XE Cluster Edition for Linux* (all tools). The installer specifically says Cluster Edition. Both files are exactly the same size which does not seem right. Can someone please check to see if the correct versions are associated with the given link under My Intel Products. If something has changed that I missed, please let me know.

Through colleagues I confirmed that we intentionally provide the same download file for the Intel® Parallel Studio XE 2015 Cluster and Professional Editions as you noted and further clarified that the appropriate components are decoded/installed based on the license file provided at installation time.
For the CE/PE installation, the following Welcome dialog appears which tries to convey its support for both the Cluster and Professional Editions:
Welcome to the Intel(R) Parallel Studio XE 2015 for Linux* installation program. Install one of the following products: Intel(R) Parallel Studio XE 2015 Cluster Edition for Linux* Intel(R) Parallel Studio XE 2015 Professional Edition for Fortran and C++ Linux* Intel(R) Parallel Studio XE 2015 Professional Edition for C++ Linux* Intel(R) Parallel Studio XE 2015 Professional Edition for Fortran Linux*
Your current license actually affords you the use of all the components within the Cluster Edition, and we confirmed the versions associated with your Intel Products under the Intel Registration Center are correct.

Thanks Kevin. It appears the installer does not give you the option of installing a subset of the licensed components. For various reasons, not every user is going to always want to install the full product as enabled by the license. The Welcome dialog you showed gives the impression the installer is going to give you a choice based on your license. If so, I must have missed this feature while running the installer. If you are licensed for the Cluster Edition and you want to install only the Professional Edition, this should be an option. Please let me know if this is possible with the new installer.

The installer affords the ability to tailor installed components individually and not by the Edition packaging in Step 5 : Options as shown in the details below.

At the prompt following the Pre-install summary, select option 2, Customize Installation, to select the Architecture and then option 3 to finish that selection.

To install the equivalent of the Professional Edition when using a Cluster Edition license file, select the components 2 and 3 as shown above to disable the installation of those components. The example below only shows de-selecting Intel(R) Trace Analyzer and Collector 9.0 Update 1.
