Fortran Compiler install: missing trust certificate issue

Desktop PC has no internet connection.  Windows 10, MS Visual Studio 2019 with C++, C# installation on the PC.   Two user floating licenses for Intel Fortran development environment available on the license server.  Licenses valid till May 2021.

Tried to install the intel Fortran compiler development environment latest version.  Get a message that "trust certificate" not found.  Went to Fortran forums, followed instructions by Steve Lionel.  Loaded several trust certificates and tries  NO change in error message. Install stops after message.  No other options offered.
