Help building lapack.lib

I'm trying to build "lapack.lib" from scratch using IVF 9.0 on a Windows PC. I have already downloaded all the source files from http://www.netlib.org/lapack/, butI need help setting up compiler options; a make file. I would appreciate any help on this issue.
