Why can I not find the download for the IFC 2013 update 3?

Because it's not out yet. Probably tomorrow. The release notes are up, though.

Patience, Grasshopper.  I can't predict exactly when the new installer gets "posted", so I post the release notes as soon as I see that everything has passed validation. There's some additional internal checkout that happens before you get to open the box.
