According to this URL the student offering for Windows (or linux) includes all the software development tools (Fortran, C++, Amplifier, MPI...). It works with the same Visual Studio versions as the concurrent commercial versions. VS2008 and 2010 are supported by current versions and by the next version, coming out in about 2 months. Note that there is a free evaluation, which might tide you over nearly until the next version comes out.

The differences between the student license and commercial license are:
1) A student license does not include access to the bundled Visual Studio 2010 Shell and Libraries. If you already have VS2010, then this doesn't matter for you
2) You may not redistribute applications built with the compiler under a student license.
In all other respects, they are the same.
