If you are trying to use a serial number issued for a later release, that won't work. Please read this article for instructions on how to install using a license file.

Did you check on https://registrationcenter.intel.com to see whether this license expired before the compiler you tried to install was released? As the first few 11.0 compilers appear to have been withdrawn due to their problem with Windows 7 installation, if your license expired during that period you might ask for an extension to cover it. Quicker help might be obtained by making a private post with your serial number on the companion registration forum.
