I'm not sure what you mean by ".Net 7.0". Is that Visual Studio.NET 2002?
If you click Help..About in Visual Studio, does it list Intel Fortran as one of the installed tools? If you select Tools..Options, is there an entry for Intel Fortran? If so, and you click General, are the directory lists filled in?
I would recommend that if you need further help that you contact Intel Premier Support and submit a support request, attaching a ZIP of your solution folder including the build log.
