This is no longer available.
The Intel OneAPI compilers are free for anyone to download and use.
What is the specific application that makes you need a decade old compiler?

Thanks for the response, David. I know it's too old, but I need it for a specific job.
I am actually working for a utility that has many user-defined models for PSS/E software. Those models use that compiler (proven to be working). If I buy a current license, will that allow me to activate that older version compiler?

The new license key will work with the older compiler. This assumes you have a copy of the installer for the 2016 version. you can no longer download those installation kits.
BUT make sure you do not install that compiler on Win10 or 11. It won't work on newer versions of Windows. Look at the Release Notes for that compiler and see what versions of WIndows it will work with.
Hold off on buying support - I need to check if we can even generate license keys for older compilers anymore. Not sure if we have that capability.

the answer to the license key creation is this: you cannot get one automatically with your support contract. And you cannot create a license key for the old compiler by yourself. but you can open a request on the Online Service Center that you get with support to have them create a key for you.
but Steve's answer is the correct one: if there is a newer version of your app for 64bit you can use the new compiler which is free and does not use a license key at all.

No, the old compiler is not available. You cannot "buy" a license to the current compiler as it is free to everyone. (You can buy Premier Support, however.) The only issue I can think of that you'd run into using the current compiler is if the PSS/E software is 32-bit, as the current compiler is 64-bit only., but a quick look shows that PSS/E is available for 64-bit use. Otherwise there is no need for a decade-old compiler.

Thanks @Steve_Lionel and @Ron_Green. Let me explore a couple of things as suggested, to see if I can successfully use the newer compiler. I will update.
