Intel Visual Fortran Compiler XE 15

Is there any option to buy standalone licence for this version of compiler since that one is the latest one used in PSCAD. And who I need to contact for that. It's really not friendly to find the right topic where to submit request for help?!

That is an unsupported version you will not get a download. Current software (OneAPI /HPC toolkit) is free. XE2015 would have been a paid  for licence but even if you have paid technical support to Intel that is too old for support/download. 

It maybe changing some paths/env in the PSCAD tools will make the current version work. A PSCAD forum might be a better place to search.
