You can obtain the Microsoft Visual Studio Shell with our Intel Visual Fortran downloads from our Intel Registration Center. After logging into the IRC, on the main landing page, look for the product named:
Intel® Visual Fortran Composer XE for Windows* (incl. Microsoft Visual Studio Shell and Libraries*)

Note also that evaluation versions don't include the Visual Studio Shell. What we provide with a purchased product is a complete Fortran development environment based on Visual Studio 2010. It is not a full Visual Studio product as sold by Microsoft, but if you already have a supported Visual Studio installed (2008, 2010, 2012, 2013 - Professional Edition or higher), Intel Visual Fortran will work with that.
